If tomorrow we will start our career if a doctors, engineers, advocates, civil servant and teachers. No doubt our roots are our great teachers. If teacher were not present so here isn’t any doctor. If today doctors were not present then every person they will victim of many disease.then who will treat those they were victim of disease . Doctors are playing such a great role in the world. If teacher teach you, then doctors always treat you. If we meat an accident there isn’t any choice to be alive. But doctors always have a small hope. The try their level best, then they will start the treatment may be him or her they become all right. Most of the time they become successful. But anforchnelty sometime they will not success. New York police say what appears to be part of the landing gear of one of jets flown into the World Trade Center on 11 September 2001 has been found. The 5ft (1.52m) piece of metal, which bears a Boeing label and serial number, was wedged between two New York City buildings, police said. It was found on Wednesday by surveyors inspecting a Lower Manhattan building. Susana Mendonca reports.

They are compile to commit suicide. Likewise for being alive we need oxygen. So for spending great life we need money. Also rich peoples are involved in these all things. They give money to poor people to kill, and kidnap someone. They are compile to do that. Today everyone took about poor peoples are mostly involve to take drugs. Here one question being arises. If they will not have money to buy something for themselves how they will take drugs. Day by day poor is being poor because they not have that much wealth to start the career with great motion. We know They also have wishes if someone they running bind of that wishes so there is chance to be a robber, killer, kidnaper .then they will take hard decision Which are not sweet table for them. There are two causes of all social evils? Two may points are there. One is poverty and second is taking drugs. Drugs are that thing which makes a man an animal. A series of explosions on two fuel barges on the Mobile River in Alabama caused a fire to burn out of control into Thursday morning, leaving three people critically injured and forcing the evacuation of a Carnival Cruise Lines ship nearby. Coast Guard officials set up a one-mile safety zone around that barge, and because of the dangerous nature of the situation, they decided to allow the fire to burn into the morning. Residents of the area described a terrifying scene as the explosions lit up the Mobile River. “We thought it was an earthquake or something,” Amber Hobbs told AL.com, a local news Web site, recalling how the blasts shook her house as she was sitting down to dinner. “I have never felt anything like that.” The spectacular blaze drew local residents to the riverfront to watch the fire, despite a call by Mobile’s mayor, Sam Jones, that they stay away. Greg Beuerman, a spokesman for the owner of the barges, Kirby Inland Marine of Houston, told The Associated Press that the barges had been carrying natural gasoline, a volatile fuel that can be recovered from natural gas. Fire Department vehicles tried to get near the blaze but it was too intense, causing air bags in one of their vehicles to deploy roughly 200 yards away from the blaze. The chief of the Mobile Fire Department, Steven Dean, told AL.com that he was unsure how much fuel was aboard the barges, contributing to the uncertainty of the situation. Chief Dean said he was confident that the Carnival Cruise ship, the Triumph, would not be damaged. Only employees were on board at the time of the explosion, as the cruise ship was undergoing repairs in the wake of its ill-fated trip two months ago when an engine room fire left it adrift in the Gulf of Mexico, stranding thousands of passengers in unsanitary conditions, lacking food and power. Coast Guard officials said the first explosion was reported at 8:40 p.m. Wednesday night, with a second major explosion coming 30 minutes later. What fire officials described as “venting events,” which look and sound like explosions, continued over the next several hours, as built-up pressure inside the vessels was released through a vent.

Firstly I would like to thanks my teachers developing confidence in me. The primary and secondary teachers are particularly at a disadvantage. Their status is lower that of doctors, engineers, advocates and civil servants. However fond of education and training he may be to forsake the career of a doctor or engineer in favor of teaching. When we speak of good teacher it means that a teacher must be a model of faith and fiety and should have a fairly good knowledge. A teacher should consider it his duty to educate and train his students and should feel responsible for it. He should feel that his students have been interested to him and he should avoid any breach of the trust the society has reposed in him. People should take him as their well-wisher and a sincere friend who cares for their children. Those fighting floods in several communities along the Mississippi River were mostly successful Sunday despite the onslaught of water, but an ominous forecast and the growing accumulation of snow in the upper Midwest tempered any feelings of victory. The surging Mississippi was at or near crest at several places from the Quad Cities south to near St. Louis — some reaching 10 feet above flood stage. Flooding has now been blamed in three deaths — two at the same spot in Indiana and one in Missouri. In all three  briefscases, vehicles were swept off the road in flash floods.

Witherspoon herself was then arrested on suspicion of disorderly conduct. The magazine, citing the arresting police officer's account in the report, said: "Mrs. Witherspoon asked, 'Do you know my name?' I answered, 'No, I don't need to know your name.' I then added, 'right now.' Mrs. Witherspoon stated, 'You're about to find out who I am.'" The report cited by Variety further quoted Witherspoon as telling the officer, "You're going to be on national news." The couple was released from custody at about 3:30 a.m. on Friday, and were scheduled to appear in court on Monday, but sources told Variety that their attorney is expected to request a later date. The couple married in 2011 and have a son together. Witherspoon has two children from her first husband, actor Ryan Phillippe. (Reuters) - A magnitude 5.9 earthquake struck western Mexico on Sunday, shaking buildings in the capital, but there were no reports of significant damage or injuries, officials said. The quake, initially reported as a magnitude 6.2 off the coast, was centered 33 km (20 miles) northwest of La Union, on the border between Guerrero and Michoacan states, close to the Pacific coast, the U.S. Geological Survey said. State oil monopoly Pemex said shortly after the quake that the power supply to its Tula refinery was interrupted. Not long after, it reported electricity was coming back on line again. Pemex said it was unclear if the tremor had caused the break in energy supply at the Tula refinery, Mexico's second biggest. It has a production capacity of 315,000 barrels per day. A Pemex official could not say whether production had been affected, but added that any loss would be made up. The quake was felt in Mexico City, about 325 km (200 miles) away from La Union. Buildings shook and residents briefly ran outdoors, but most returned inside shortly afterwards. Several senior Mexican officials, including Interior Minister Miguel Angel Osorio Chong, said via Twitter there were no immediate reports of injuries or significant damage.

The launch of USA Today was Neuharth's most visible undertaking during more than 15 years as chairman and CEO of the Gannett Co. During his helm, Gannett became the nation's largest newspaper company and the company's annual revenues increased from $200 million to more than $3 billion. Neuharth became CEO of the company in 1973 and chairman in 1979. He retired in 1989. As Gannett chief, Neuharth loved making the deal. Even more so, the driven media mogul loved toying with and trumping his competitors in deal-making. In his autobiography, "Confessions of an S.O.B.," Neuharth made no secret of his hard-nosed business tactics, such as taking advantage of a competitor's conversation he overheard. He also recounted proudly how he beat out Graham in acquiring newspapers in Wilmington, Del. He said the two were attending a conference together in Hawaii, and he had already learned that Gannett had the winning bid, but he kept silent until he slipped her a note right before the deal was to be announced. During the mid-1980s, Gannett unsuccessfully attempted to merge with CBS in what would have been the biggest media company at the time. During Monday's Devon Energy College Basketball Awards banquet, Izzo told Freshman of the Year Marcus Smart that Michigan star Trey Burke, the Oscar Robertson Player of the Year, said on their flight to Oklahoma City that his return for a sophomore season was "the best decision he ever made." Less than 24 hours later, OSU called a basketball-related news conference, set for 12:30 p.m. Wednesday in the OSU Student Union Atrium and open to the public. The topic was not disclosed, but multiple sources indicated Smart will announce he is staying in Stillwater for his sophomore season. Smart, the Cowboys' dynamic point guard and the Big 12 Player of the Year, spent the past three weeks weighing his decision to stay in school or leave for the NBA. He is projected to be a top-five pick in this year's draft and could have gone as high as No. 1 overall. "He doesn't know," OSU coach Travis Ford said Monday. "One day it's one thing. The next day (he changes his mind). "He is torn, and I think that says a lot about him no matter what he does." Smart's return bolsters the Cowboys' chances of improving on a 24-9 season that ended with an opening-round NCAA Tournament loss to Oregon. The team will retain its top three scorers, with Markel Brown and Le'Bryan Nash also expected to take part in Wednesday's news conference to confirm speculation they too will be back next year. The players sought evaluations from the NBA Undergraduate Advisory Committee last week. The Canucks had a 1-0 lead on a powerplay goal from Alexander Edler with 13 seconds left in the second period. Hitchcock became the 11th coach in NHL history and second active (Joel Quenneville is the other) to reach 600 victories. Along with Hitchcock, six of them have coached the Blues at one point — Scotty Bowman, Al Arbour, Jacques Martin, Quenneville and Mike Keenan. Hitchcock’s first came on Jan. 22, 1996, with the Dallas Stars beating the Canucks 6-4 in Vancouver. The losing goaltender that night was Corey Hirsch, now Hitchcock’s goalie coach. In a major policy move, the Food and Drug Administration said Tuesday that it would not approve generic versions of the powerful narcotic OxyContin, the painkiller that symbolized a decade-long epidemic of prescription drug abuse. The move represents a victory for OxyContin’s manufacturer, Purdue Pharma, which in 2010 introduced a formulation of the drug that was less prone to tampering. The original version of OxyContin, which was approved in late 1995, could be easily crushed, a step that released its entire narcotic payload at once rather than over time as intended. The new version turns into a jellylike mass when crushed. Some state attorneys general and pain treatment experts had also urged the F.D.A. to block the release of generic versions of OxyContin, arguing that failing to do so would feed street demand for strong narcotics. But the decision is also likely to result in higher prices for OxyContin, a time-release form of a narcotic called oxycodone, because it will not face generic competition. The decision by the F.D.A. came on the day when the patent for the original version of OxyContin was set to expire. That would have allowed generic producers to introduce their own version of the formulation. F.D.A. officials said that several producers had applications to sell a generic form of OxyContin pending before the agency. As part of Tuesday’s decision, the F.D.A. also said it had approved a label for the new version of OxyContin stating that it was less prone to abuse through inhaling or injecting it. The decision is the first time that the agency has allowed a manufacturer to state that a narcotic drug has tamper-resistant properties, said an agency official, Dr. Douglas C. Throckmorton. Dr. Throckmorton said the F.D.A. had looked at data from several studies, some of it underwritten by Purdue Pharma, in arriving at its decision. He said that while the data was not perfect, the agency had concluded that it was enough to show that the new version of OxyContin was safer, in its abuse resistance, than the original version. As a result, the efficacy of that original version — and by extension the efficacy of any generic version of it — no longer outweighed its risks, since the therapeutic value of older and new versions of the drug were the same, he added. “We recognize that we are looking at new territory,” Dr. Throckmorton said, referring to the standards under which it would allow claims for abuse resistance. The decision by the F.D.A. comes at a time when the efficacy of strong narcotics like OxyContin for the treatment of long-term pain has come under increasing scrutiny. Citing poor outcomes, some insurers are also seeking to limit how doctors use the drugs. Along with Purdue Pharma, the manufacturer of another long-acting narcotic painkiller, Endo Pharmaceuticals, has also petitioned the F.D.A. seeking a similar claim of abuse resistance for a newer version of one of its drugs, Opana. If that claim proves successful, generic versions of the original form of Opana would also be barred. Over the last year, Purdue Pharma and Endo have pushed for federal legislation that would require many opioids to be tamper-resistant, and lobbied in favor of similar state laws. In Canada, an effort last year by some doctors and local officials to deter sales of generic versions of OxyContin there fell flat. Since then, the price of the new version has risen to about $6.80 for a tablet of that strength. Opana costs about the same amount for a pill of the same painkilling strength. QUAKERTOWN, Pa. (AP) — Friends and neighbors were stunned and saddened by the deaths of four family members who appear to have died of carbon monoxide fumes that resulted from the husband's apparent suicide. Bucks County District Attorney David Heckler said Tuesday night that a state police investigation indicates that Gary Reitnauer went to the garage of an adjacent home on the family's property on Monday and started the car following a disagreement with his wife, Michelle. He said it is believed that Michelle Reitnauer and the family's two daughters tried to rescue him and were overcome by the fumes. Fire department rescue crews were unable to revive the family. "Good man," a nephew, Rob Zern, told reporters as he left the home. "The family was trying to save each other and it didn't work out ... don't know what all went wrong, but it's a tragedy all around." A neighbor described them as "just the sweetest family." State police were called to the home in Milford Township in rural Bucks County, about 45 miles northwest of Philadelphia, at 11:20 p.m. Monday. They found the structure filled with high levels of carbon monoxide from a running vehicle, Lt. Vincent D'Angelo said in a news release. Investigators "believe the husband committed suicide and each ... of the family members succumbed to carbon monoxide when they went to check on him and tried to rescue him," Heckler said. The cause and manner of death must still be confirmed by the county coroner's office, he said. State police have found no note but the garage door handle had been knocked off "which suggested that the husband went in there and did not intend to be disturbed or rescued," Heckler said. He said the circumstances also indicate that the wife went to the garage and broke the window of another door in an attempt to rescue him, but was apparently overcome by the deadly fumes and was found inside. The family's 16-year-old daughter, Kimberly, then is believed to have gone to a kitchen adjacent to the garage. She was found on the floor there, Heckler said. Ten-year-old daughter Jamie is thought to have done the same and was barely alive when rescuers arrived. She later died. The Quakertown Community School District announced the deaths on its website and said counselors would be made available to help grieving students and teachers. The site said Kimberly, a junior, was a gifted student, receiving the highest possible score on the advanced placement calculus exam at the end of her sophomore year. She also sang in the chorus and played in the jazz band, and was set to compete at a band festival in Erie. Her sister was a fifth grader and took part in her school's Reading Olympics Team. Like her sister, she played in the school band and sang in the chorus. She wanted to become a veterinarian, the site said. The children were adopted from China, according to Maggie Chambers, a neighbor. She said they were "just the sweetest family." Like other neighbors and friends, the deaths stunned her. "It's not that kind of family," she said. "For me to even think for a minute that this was a deliberate thing, it's just not them. It's not." Six of Kimberly's high school classmates placed flowers on the family's mailbox Tuesday afternoon, then formed a circle, clasped hands and prayed. Afterward, they remembered their friend as a highly intelligent student near the top of her class, and as a talented musician who played piano and trumpet. She was happy, kind and humble, they said. "Everyone here loved her. She always had a smile on her face. Her whole family did. They were just the happiest people, and they made everyone else feel the same way," said Aislinn Strohecker, 17, a close friend and neighbor. Neighbors said there was no inkling of trouble in the Reitnauer home. Michelle Reitnauer, 58, gave Christmas cookies every year to a well-drilling company down the gravel road, and would fetch the company's mail when she got her own, according to Gloria Mayberry, a secretary at the firm. Reitnauer's 59-year-old husband, known as "Ozzy," would use the bucket on his John Deere tractor to take his trash can to the end of the drive, a cigar usually hanging from his mouth, she recalled.

When Steve Ballmer threw Steven Sinofsky, the former president of Microsoft’s Windows Division, overboard, it marked a tacit admission by the company’s no-nonsense CEO that its client operating systems strategy was all wrong. Not just Windows 8, but Windows Phone 8 and, especially, the cuckoo in the nest: Windows RT. This had followed years in which Intel had promised – and failed to deliver – a suitably low-power-consumption microprocessor that could be deployed in smartphones and tablet computers. The trouble is, apps built for legacy Windows or Windows Phone 8 are not compatible with Windows RT. Futhermore, while there is some compatibility between the two operating systems, Windows RT can only run apps in the new-style Modern-UI interface. The old-style desktop interface, which Windows 8 also offers, is restricted to pre-installed, Microsoft-produced software on RT. It also restricts the application programming interfaces (APIs) that developers can use, especially for web browsers. Even if Microsoft “allowed” alternatives to Internet Explorer in the app store, they couldn’t be used by applications. It is little wonder, therefore, that developers have not rushed to port their apps. The Windows RT app store remains relatively bare. Indeed, only recently has the Windows 8 app store crossed the 50,000 mark, according to MetroStoreScanner.com, making it even less well furnished than the BlackBerry 10 app store. Worse still, the split between the various client operating systems has confused customers, according to Samsung US senior vice president Mike Abrary, who said that Samsung’s research indicated that consumers did not understand the difference between Windows RT and Windows 8. Samsung therefore chose not to market its ATIV tablet computer in the US. As a result, only a handful of devices on sale run Windows RT, and only just over one million flagship Microsoft Surface RTs have been shipped – against an order of four million that Microsoft reportedly made prior to launch. Furthermore, the prices of the Microsoft Surface have been pitched on the high side – equivalent to, or more expensive than, the coveted Apple iPad. And while most of Microsoft’s Surface sales have been direct – rather than via John Lewis or other retailers – Microsoft’s direct sales organisation is not a patch on rival Apple’s and it lacks Apple’s global store network. Big mistakes Microsoft’s historic success, among other factors, can be attributed to the wide range of hardware its operating systems were able to support, often out of the box, combined with the support it gave to developers – as immortalised in the video of Steve Ballmer chanting “developers” over and over at a Microsoft sales conference to reiterate their central importance (http://bit.ly/1vRjWq). That combination enabled a wide variety of devices to be produced and enticing software to be developed in a self-reinforcing virtuous circle. Yet Windows RT and Windows Phone 8 currently run on only a very limited range of device hardware. All current Windows Phone 8 devices, for example, only run on Qualcomm chipsets. That, in turn, limits licensees’ ability to put together a range of different devices and to negotiate competitive hardware prices. In contrast, developers of Android smartphones and tablets can use a wide variety of microprocessors, all the way from ultra-competitive Chinese designers such as Rockchip and AllWinner to multinationals like Samsung and MediaTek. Yet Microsoft’s operating system confusion also reflects its own internal divisions, leading to an unnatural rift between Windows Phone and Windows RT that is absent from competing ecosystems. Indeed, the Courier tablet computer that was being developed by an internal rival to Windows 8 chief Steven Sinofsky, Jim Allard, was canned just weeks before the Apple iPad launched – leaving the field clear for Sinofsky, at the cost of a two-year delay for Microsoft. Yet RT has arrived at a time when both Apple and Google are looking to converge their own operating system efforts, with Apple reportedly mulling a shift to 64-bit ARM so that it can introduce a converged MacOS and iOS from 2015, and Google putting both its Android and Chrome OS efforts under one unified head. Indeed, the converged operating system of the future has already been demonstrated by Canonical with Ubuntu for Phones – a mobile operating system that can be used as a phone on the move, then plugged into a docking port with a monitor and keyboard to be used as a PC. In contrast, Microsoft’s plethora of client operating systems looks old-fashioned and backward. A city whose hospitals and physicians are renowned for research and cutting-edge surgical innovations faced a starkly different challenge Monday, treating scores of injuries more commonly found in a war zone. Patients arrived at Boston hospitals with limbs blown off, shrapnel wounds, burns, gruesome fractures, and perforated eardrums from the shock wave of two explosions near the ­Boston Marathon finish line shortly before 3 p.m. “For many, many people in emergency medicine who are practicing domestically and not in the military, these are once-in-a-lifetime events,” said Dr. Ron Walls, chairman of the Department of Emergency Medicine at Brigham and Women’s Hospital. Runners and spectators alike were rushed to hospitals, where doctors said that the ­injuries individually were not extraordinary, but that the volume was unprecedented. In all, eight Boston hospitals reported treating at least 144 patients, many in critical condition. The injured included at least 10 children. Many of the hospitals activated long-held emergency plans, some calling in extra staff, and others placed their facilities temporarily on lock-down, not allowing visitors and searching anyone who entered, as a precaution because of the uncertainty. Local, state, and federal law enforcement officials, some armed with automatic weapons, surrounded the hospitals, and interviewed patients, families, and friends about what they had seen. At the Brigham, the staff treated 31 patients, ranging in age from 16 to 62, with a spectrum of injuries, including people who lost large amounts of tissue from their legs or had broken bones in multiple places. “The two things that struck me the most were the incredible calm of the victims, even though they were obviously ­experiencing something no ­human being should ever have to experience,” Walls said. ­“Incredibly calm and able to help us take care of them.” Care for the wounded began at the scene of the blasts. Within minutes, patients were carried into a nearby medical tent traditionally set up by the finish line to treat running injuries, such as dehydration and hypothermia. Dr. Sushrut Jangi, an internist at Beth Israel Deaconess Medical Center, was shaken by what he witnessed. “There were victims coming in with both legs blown off,” Jangi said. “I had never seen anything like that.” The tent was equipped with intravenous fluid bags, tourniquets, and defibrillators, and doctors improvised, arranging an area in the back of the tent for the critically wounded while treating runners with more routine ailments up front. “Obviously we were not anti­cipating a scene of trauma,” said Jangi. “I just held hands and talked to patients to try to bring down their anxieties,” he said. “The patients who were severely injured didn’t stay in the tent too long; the priority was to stabilize them and get them to hospitals.” At least 21 of the injured were taken to Beth Israel ­Deaconess, where about 100 additional physicians, nurses, and other personnel descended on emergency rooms to help out the 25 or so typically there during a Monday afternoon. Dr. Richard Wolfe, chief of the emergency department, said that in his 14 years at the hospital, “nothing comes close” to what he witnessed Monday. Of the 21 people brought into the emergency room, at least seven had life-threatening injuries. He said one patient had both legs amputated and one person had one leg removed in the operating room. One or two patients were in a very “dicey” situation, Wolfe said, in their ability to survive their injuries. Patients had severe eye damage, deep flesh wounds, and ruptured internal organs. ER staff at the hospital are trained to handle the kinds of critical injuries they handled Monday — many were similar to the trauma seen in serious car accidents — but by around 6:30 p.m., when most patients had been transferred out of the emergency room and into ­other parts of the hospital, many staff members could not contain their suppressed emotions any longer. Several openly wept at memories of the initial hours of the blast, Wolfe said. “Some people were quite traumatized,” he said. Beyond the horrific wounds, hospital staff across the city were dealing with heightened tensions about poten­tially more explosions. Wolfe said police directed his hospital to go into lock-down, severely restricting access and requiring pat-downs of anyone who entered. North Korea has nuclear weapons capable of delivering by ballistic missiles, an unclassified intelligence report says, according to a US lawmaker. "DIA (Defence Intelligence Agency) assesses with moderate confidence the North Korea currently has nuclear weapons capable of delivering by ballistic missiles, however the reliability will be low," Republican Congressman Doug Lamborn said during a Congressional hearing yesterday, which was soon confirmed by the intelligence agencies. However, the Pentagon said it is not correct to suggest that North Korea has a fully tested and developed nuclear capabilities. "In today's House Armed Services Committee hearing on the Department of Defence budget, a member of the committee read an unclassified passage in a classified report on North Korea's nuclear capabilities," the Pentagon Press Secretary, George Little, said. "While I cannot speak to all the details of a report that is classified in its entirety, it would be inaccurate to suggest that the North Korean regime has fully tested, developed, or demonstrated the kinds of nuclear capabilities referenced in the passage," he said in a statement. The US continues to closely monitor the North Korean nuclear program and calls upon North Korea to honour its international obligations, Little said after Lamborn created sensation by revealing portions from the classified intelligence report. However, the portion that he read was unclassified. General Martin Dempsey, Chairman of the Joint Chiefs of Staff, who was testifying before the House Armed Services Committee, along with the Defence Secretary Chuck Hagel was taken off guard when the statement was read by Lamborn. "I haven't seen it. And you said it's not publicly released so I choose not to comment on it," he said. Responding to questions, Hagel said that neither North Korea nor Iran currently have the long-range missile capacity. "Now, does that mean that they won't have it or they can't have it or they're not working on it? No. And that's why this is a very dangerous situation," he said.

WASHINGTON (MarketWatch) — The United States created the fewest number of jobs in March in nine months, adding to a string of reports suggesting companies have cut back on new hires and that the economy is slowing again. The U.S. added a seasonally adjusted 88,000 jobs — the smallest increase since last June — and nearly half-a-million people stopped looking for work last month, according to data issued by the Labor Department Friday. The March jobs report fell well below Wall Street expectations. Economists polled by MarketWatch had forecast a 190,000 increase in jobs. U.S. stocks slumped after the report. “This report is a stark reminder of how fragile the U.S. economy remains now four years into the economic expansion,” said Scott Anderson, chief economist of Bank of the West. The unemployment rate fell to 7.6% from 7.7% to mark the lowest level since December 2007, but the decline stemmed from more Americans dropping out of the labor force. All the slack in the labor market is sure to worry the Federal Reserve. Analysts say it probably ensures the central bank will prolong its controversial strategy of buying billions in bonds to keep interest rates low as a means to boost the economy. In Washington, Democrats blamed slow hiring on the unwillingness of Republicans to halt federal spending cuts required by a law known as the sequester. Yet the cuts only began in early March and most economists don’t think they had a big impact. Republicans, for their part, argued that the Obama administration’s policies are holding the economy back. The lackluster pace of hiring in March overshadowed upward revisions to job growth in the first two months of 2013. The number of new jobs created in February was revised to 268,000 from 236,000, while January’s figure was revised up to 148,000 from 119,000. The economy had added an average of 220,000 jobs a month from November to February in a sharp pickup since last fall. In both years, hiring started out strong but later petered out. Most economists have been predicting the economy would slow in the second quarter after a strong start to the new year. Growth in the second quarter is forecast to decelerate to 2.2% from an estimated 3% in the first three months of 2013. The onset of large federal spending cuts and a soft global economy are among the drags on growth, analysts say.

Administration officials have said the new initiatives wouldn't add to the deficit because they would be paid for by other budget changes, but they are likely to run into criticism on this front. A senior administration official said the infrastructure programs, for example, would be offset by money saved by ending the wars in Iraq and Afghanistan. Republicans have often described such "savings" as a budget gimmick. The portions of the budget proposal that could draw the most attention—and are expected to be the subject of discussion at the GOP dinner Wednesday—will be the measures to reduce the deficit. White House officials say the budget would build on the roughly $2.5 trillion in deficit-reduction measures—chiefly spending cuts and tax increases—that policy makers have already agreed to over the past two years. The new budget has already drawn some fire for including spending cuts the White House offered to Republicans in December, when Mr. Obama sought a compromise on tax and spending policy. The outreach to the GOP and shift in strategy is a gamble with no guarantee of success. The White House wants to show Republicans it is serious about reducing the deficit and will offer cuts in exchange for tax increases. The White House also wants to increase spending in a number of areas that administration officials believe will help lower unemployment. The unemployment rate was 7.6% in March and has remained stubbornly high since the financial crisis. "If we could get parties to come together, as the president's budget [Wednesday] will show, we could reach agreement on a balanced approach that provides for short-term growth and job creation, and long-term fiscal restraint," Treasury Secretary Jacob Lew said in an interview with NPR. But Republican leaders have said they won't accept the new taxes that Mr. Obama will propose, which come largely from limits on tax breaks for upper-income earners. They see many parts of the White House budget as recycled proposals that have been floated and ignored for several years. "Apart from reports of a modest entitlement change—and we'll need to see the details on that—it sounds like the White House just tossed last year's budget in the microwave," Senate Minority Leader Mitch McConnell (R., Ky.) said Tuesday. The White House's strategy, unlike during the past few budget negotiations, is to work around Mr. McConnell and House Speaker John Boehner (R., Ohio) and instead appeal to rank-and-file Republican senators who might be willing to back a large deficit-reduction package. And there are signs that this strategy, albeit in its early stages, is advancing. Sen. John McCain (R., Ariz.), said Tuesday the White House has "showed some willingness to compromise," a sentiment offered by some other Republicans this week. "It's a start,'' said Sen. John Hoeven (R., N.D.). "We have got to figure out how to get to a grand bargain. There are things in the budget where the president signaled he's willing.'' Messrs. McCain and Hoeven attended a dinner with Mr. Obama and 10 other GOP senators last month, where the group delved into budget issues. Since then, Mr. Obama and other White House officials have circled back with many of the attendees. A second dinner, to be held Wednesday at the White House, will include a new batch of GOP lawmakers, including Sens. Johnny Isakson of Georgia and Orrin Hatch of Utah. These talks are moving slowly, with White House officials focusing more on laying the groundwork for future talks. White House officials have designed their budget proposal to fall somewhere between the budget resolutions recently passed by the House and Senate. The House plan, supported only by Republicans, included no tax increases and deep spending cuts, which backers say would eliminate the deficit by 2023. The Senate plan, backed only by Democrats, would reduce the deficit through equal parts tax increases and spending cuts, but it avoids some of the changes to Social Security and other federal benefits that Mr. Obama will offer. Reconciling the differences between the House and Senate plans will be difficult, but some policy makers are trying to spur talks in advance of the summer. That is when the government is expected to run out of room under the statutory debt ceiling, making it much harder to borrow money and continue paying its bills.

I Quantified Myself And All I Got Was This Addictive App

ast week I needed to do some research on wearable computing so I headed to Apple (AAPL) store in San Francisco’s Union Square to pick up some health and fitness gadgets that would help me quantify myself. After clawing my way through tourists, German backpackers updating their Facebook (FB) status, and a woman losing her mind because her iPhone wouldn’t sync with her laptop, I found my way to the accessories where a helpful employee took me through many of the available options for wearable quantification. Two things became immediately obvious. One: while gadgets tend toward the shiny and metallic, wristbands, pedometers, and such are mostly in matte colors—at least the popular ones, suggesting that you want to keep your quantification hidden or at least subdued. I felt good about that. Two: On some level I’m the target market for pretty much everything that is sold in the world today. I’m in 35-49 age bracket, live in a tech-obsessed metropolis, and waste a fair bit of disposable income on gadgetry. There are so many options for app-enabled accessories that I was forced to setup a decision-tree on the store floor. It was working until a toddler kicked a Sphero ball into my device-based parallelogram. The upside is that I walked away from an iPhone connected lightbulb and a pet tracker, which was good because I don’t have a pet. Eventually I settled on the Nike+ FuelBand and the Jawbone UP. I didn’t go for the Fitbit because I wanted the wristband-style and the company, while arguably the leader in the space, hasn’t yet started shipping its wrist-based offering. I took my purchases home, plugged them in for charging—no, neither of them work right out of the box—and fired them up. Kinda. I had to go the App Store and get both apps, then plug the FuelBand into a computer to configure it, then connect the band and my iPhone via Bluetooth. Easy enough, if a bit annoying. The UP plugs directly into your phone but the app took a few tries to remember my profile. And the sync’ing of your bracelet and the app isn’t terribly obvious—in fact I couldn’t find it for a bit until my 6 year old daughter swiped the app and it popped up. Eventually I got everything to work and measured myself for a few days. Both devices keep track of steps, active time, calorie burn, and a few other metrics. Nike (NKE) has created its own “Fuel” measurement, an amalgam of your activities. As a guy who loves made-up statistics, Fuel was my holy grail. I still don’t know what Fuel means, but I crushed it. Measurement was inconsistent and seemingly arbitrary. I’ve yet to figure out how the two devices had such major discrepancies when I was wearing both of them simultaneously on the same wrist. These discrepancies may cause anxiety about meeting your targets. To paraphrase the old saying about the man with two clocks, carrying two fitness trackers means you never know the number of steps you’ve taken. Also, wearing both may cause anxiety that you look like a dork. I definitely got that feeling at the gym; while running in Golden Gate Park, not so much. It’s important to note that the majority of the products in this space are more systems than they are apps or standalone devices. You need to have the hardware and the software together in order to get anything out of them. And eventually you may want to track yourself against others. Nike has already opened up the developer APIs to build new apps and integrate data, and presumably the other vendors will as well if they haven’t already. The systems I tried each had a few quirks that made them slightly less appealing. The UP requires you to plug the bracelet into your smartphone to sync which got old very fast, but it looks cooler than the Fuelband. The Fuelband’s “Fuel” measurement could go either way but most people can’t measure their fitness based on arbitrary statistics. Realistically anything that gets people to exercise more is a good thing. And this experiment has made me a very strong believer in the broadly defined wearable computing for health and fitness product category. It’s nice to see highly addictive applications that don’t involve flinging birds or farming virtual carrots.

Six cybertools have been designated as weapons by the U.S. Air Force, allowing the programs to better compete for increasingly scarce Pentagon funding, an Air Force official said on Monday. Lt. Gen. John Hyten, vice commander of Air Force Space Command, told a conference held in conjunction with the National Space Symposium that the new designations would boost the profile of the military's cyberoperations as countries grapple with attacks originating from the Internet. "This means that the game-changing capability that cyber is, is going to get more attention and the recognition that it deserves," Hyten told conference attendees, according to a Reuters account of the speech. "It's very, very hard to compete for resources. ... You have to be able to make that case." Hyten, who said the Air Force was working to integrate cybercapabilities with other weapons, offered no details on the new cyber weapons. It's widely believed that the United States and Israel created Stuxnet, a sophisticated computer virus that attacked a nuclear enrichment facility in Iran in 2010. Rather than steal data, Stuxnet left a backdoor, meant to be accessed remotely, to allow outsiders to stealthily knock the facility offline and at least temporarily cripple Iran's nuclear program. U.S. officials have blamed Iran for creating the Shamoon virus, which was responsible for a cyberattack that infected more than 30,000 computers at Saudi Arabian oil company Saudi Aramco and Qatar's natural gas firm Rasgas in mid-August.

Afghan Taliban kill 44 in suicide attack on courtroom
Reuters) - Nine Taliban suicide bombers killed themselves and 44 others on Wednesday in an attack on a courtroom in western Afghanistan where 10 of their comrades were on trial, a local official said. Causing the biggest death toll in a single attack since 2011, the militants, strapped with explosives, stormed the governor's compound in the capital of Farah province, bordering Iran, where the trial was taking place. Thirty-four of the dead were civilians, the rest Afghan security forces, the governor's spokesman Abdul Rahman Zhwandai said. The Taliban said all 10 of its fighters who were on trial were freed. "We sent several warnings to those in the Farah government, telling them not to work there," Taliban spokesman Qari Yousuf Ahmadi said. The attack will add to concerns about how Afghan security forces will manage once NATO-led combat troops withdraw by the end of next year. Farah province, where U.S. and Italian troops are stationed, saw a sharp deterioration in security last year, with increased targeting of government officials and a regrouping of insurgent networks, according to the Afghanistan Analysts Network (AAN). The vast distances between towns in Farah, sandwiched between Helmand and Herat, may allow for more Taliban gains in the near future, AAN said in a report last month. Civilian casualties in the NATO-led war, now in its twelfth year, decreased in 2012 after rising for five years, according to the United Nations. More than 80 percent of civilian casualties are caused by insurgents. The last major attack inflicting a high civilian death toll was in July last year, when a suicide bomber killed a prominent anti-Taliban politician and 22 other guests at a wedding in the northern Samangan province.
